The Energy Companies Obligation (ECO) is an energy efficiency programme that was introduced into Great Britain at the beginning of 2013. It replaces two previous schemes, the Carbon Emissions Reduction Target (CERT) and the Community Energy Saving Programme (CESP).
ECO places legal obligations on the larger energy suppliers to deliver energy efficiency measures to domestic energy users.
ECO is intended to work alongside the Green Deal to provide additional support in the domestic sector, with a particular focus on vulnerable consumer groups and hard-to-treat homes.
ECO offers Registered Social Landlords (RSLs) the opportunity to take advantage of EU funding to improve the energy efficiency of their housing stock, working closely with quality construction firms and key energy suppliers.
Thirteen Housing Group (formed when established north-east social housing groups, Fabrick and Vela, came together) hosts an EU compliant ECO Framework open to access by public sector bodies that not only offers access to suppliers capable of providing all the services covered by ECO funding, but also allows PSB’s to appoint a lead contractor as scheme or project managers to act as co-ordinators of multiple requirements, enabling the PSB to focus on their primary business and contract manage just the scheme coordinator. The following Suppliers have been awarded onto the Framework across the various Lots:
